MCAC is funded by  and operates within the guidelines of the California Arts Council's State and Local Partnership Program. MCAC, is also part of a network of Upstate agency partners through the California Creative Corps, coordinated by the Nevada County Arts Council.  The MCAC collaborates with local businesses, organizations, to fund and maintain public art projects and provide assistance to local art organizations and individuals artists in Modoc. 

Modoc County Arts Council's mission to plan, coordinate, and implement arts programs that foster creativity and arts appreciation throughout the county, is supported by funding from the California Arts Council and State Local Partnership Program. The CAC is a state agency dedicated to advancing arts, culture, and creative expression across California. The CAC supports local arts agencies like MCAC through grants, programs, and services, with the goal of increasing public participation in the arts, supporting arts education, and fostering cultural development at the local level.

In partnership with the Alturas Art Center, MCAC funds art instructors to teacher classes to local residents. MCAC organizes the annual Missoula Children's Theatre, bringing professional theatre experiences to local youth. MCAC implements Poetry Out Loud, a national high school competition. The council is responsible for the creation and maintenance of public art murals throughout the county. MCAC sponsors and brings live music performances offered free or at low cost. 

The Upstate California Creative Corps is a regional initiative which offers artists, organizations, and local government departments, an opportunity to apply for funding to create awareness around issues critical to society. Over $3 million will be re-granted to artists in the Upstate California region, arts and social service organizations, as well as units of government who employ artists. This program is part of a large effort across 19 Northern California counties, with Nevada City Arts Council as the main administering organization for the region.

The Alturas Art Center

The Modoc County Arts Council is celebrating 10 years since taking over the broadcasting of KILN LP 99.1 FM, from The Art Center. This is Modoc's local community radio station and recording studio. Featuring no advertising to interrupt the music, except top of the hour shout outs featuring local musicians.

In partnership with the Alturas Art Center, The Modoc County Arts Council is providing funding to compensate Art Instructors who teach a minimum of eight sessions of an art class to a minimum of 8 students.
